Planning a campaign across GEOs

A campaign that works in one market rarely copy-pastes into the next. What changes between GEOs, and how to plan for it.

Expanding into new markets is one of the most common reasons advertisers turn to performance marketing — and one of the most common places campaigns stall. The mistake is usually the same: treating a new GEO as more of the same audience.

What changes between markets

  • Devices and platforms. The Android/iOS split varies widely by country, which changes reach, CPI levels and even which creative formats work.
  • Payment habits. Card penetration, wallets, bank transfers and cash-on-delivery all affect which conversion events are realistic — a "purchase" event in one market may need to be a "registration" event in another.
  • Language and trust signals. Localized landing pages, local reviews and familiar payment logos matter more than translation quality alone.
  • Regulation. Finance, gambling-adjacent, health and education offers often have market-specific rules. Consent requirements differ too.
  • Seasonality. Festivals, holidays and pay cycles move demand. Launching a week before a major holiday can distort learning.

A planning sequence that works

  1. Pick one primary event per GEO. Choose the deepest event that still happens quickly enough to optimize toward.
  2. Set payouts by EPC, not by copying. A payout that is competitive in one market can be invisible in another. Estimate what the offer earns per click for partners in that GEO.
  3. Start with a learning budget. Expect the first weeks to be about finding sources that convert, not about hitting target costs.
  4. Localize the funnel, not just the ad. The fastest improvements usually come from the landing page and onboarding.
  5. Review by source, weekly. Scale what converts, pause what doesn't, and document why.
